An applying team has to have atleast 6 members, be contactable via either IRC or Steamfriends (leaders), and be able to play one match per week.
Head Admins have the final word whether a team can join or not. Even though the league is aimed for Europeans, teams from the rest of the world can join but but eg. ping diffrence can be a deciding factor.
A SteamID is required and mandatory for every player. Double accounts are not forbidden for different SteamID's but multi-clanning for same contest is a punishable offense, aswell as registering a banned user under a new name.
A player is considered and authorized to be in the if he shows up on the member list page as a member, deputee or leader.
All times on the website are in CET (GMT+1), or when DST is observed, in CEST (GMT+2). However if you are logged and and the time is italic then its in the timezone of your profile.
Whenever there is a mandatory match to be played, the respective teams need to contact each other and agree on a time. This however is not enforced and if teams have not contacted each other or cannot agree on time, default time will be used.
If teams have scheduled a match but another team wants to cancel it, the team in question should contact the other team. Only if both teams agree, they may cancel it by contacting an admin.
If match has not been played nor referees contacted on match time, the match will be a double forfeit which cannot be changed to a forfeit in favor for either team by any later activity of the team.
Forfeits are allowed to be replayed, but they are totally voluntary for both teams.
Admins have to be contacted when scheduling matches that cannot be scheduled automatically via the website (finals). Match is considered scheduled when the scheduling is done by contacting a referee/admin, or done via the website. Private agreements do not count.
Server agreed on the website must be used for both maps.
Unless the server has been pre-defined on the website, team leaders should contact each other and agree on server(s) to play on. Then each team may decide a server for one map.
If a disagreement occurs after the game has been started, the referee or an admin should make the decision for the server, or the current server must be used until a staff person can be reached.
It is the teams' responsibility to provide a server, not the leagues'.
Each server should meet following the requirements:
If the server doesn't meet these requirements other team or referee shall pick the server instead.
The match be played on a server which doesn't meet these requirements only if both teams agree. Readying is considered an agreement.

Whenever an admin or referee is trying to reach a team for a match, a leader should able to respond within 20mins to message, sent +-20mins around the match time, on their channel. If a response is not received, the team is considered to be unavailable and will receive a forfeit loss.
If a referee has been set, teams must inform their referee minimum of 15 minutes before the match time of their server choice (ip and password).
Referee represents ENSL and should act fairly and objectively following these rules. The referee should take care of HLTV and configuration checking.
The match cannot be replayed if the referee forgots to check ID's or makes a similar mitsake. Teams should do manual checking if there is any doubt. However in this case, referee may be kicked out of ENSL staff.

Readying is always considered an agreement for the following:
Only authorized players may play during a match. For further details, please read Section 2.2.
Match time has been considered started when either of the teams ready up with a correct line up and the forfeit clock starts ticking.
If a team lacks players 10 minutes after this time, a forfeit will be handed out for the specific round. Two consecutive forfeits will cause comlete match forfeit loss.
Teams should never F4 when they feel a rule has been violated, but contact the referee or, if referee does not respond or there is not one, play until the end of the round and then contact the referee or an admin. If a team F4's without permission, they may lose the round even if the other team violated a rule.
Players should always (including during server tests) have these values:
No spectators allowed except the referee(s), admin(s) and the HLTV. Each team is allowed to have players in readyroom (not in spectator mode).
No insults of any kind will be tolerated. The team leaders should be the only one to talk in non-private chat in the game . Too much talking in public chat might lead to sanctions if it disrupts the game.
Any insults towards the referee or admin will result in a match forfeit loss. The players involved in this will get a league suspension (for atleast 1 week).
Incorrect Rates: Plugin will handle, no enforcement otherwise
Excessive Warping: Referee jurisdiction only
Joining wrong team: Immediate replay if asked by the team within 20 seconds
Blocking weldable vents: The other team can request suicide of the player(s) involved within a minute, and aliens are disallowed to use the vent or shooting projectiles through. This cannot be enforced afterwards.
Disconnecting from onos belly: the player cannot join until 50s passed since devour, and must leave within 20s if asked, otherwise match forfeit loss. This cannot be enforced afterwards.
Major map bugs: Match forfeit loss.
Cheating: Match forfeit loss and player suspension.
When snapshots are enabled, players need to keep the snapshots located in ns folder for 1 week atleast. If a player does not provide snapshots within 5 days when he/she should have them, the player gets suspended for 2 weeks.
If there was no referee, team leaders need to enter score, their lineup and stop the HLTV. All of these can be found on the match page. If there was a referee, he/she will take care of these.
If a complaint is to be filled, no disrespect will be tolerated. If a team insults another one after a game, they won't be able to fill a complaint at all.
If both teams have behaved improperly or not followed ENSL rules, the match canbe discarded completely.
We want to encourage fair play and good sportsmanship. There are some unwritten rules and no-one should try their luck exploiting things just because rules mention nothing specifically about such.
