No. 2004-2005 EU tournament finals generally had around 100 spectators. ENSL S1 had around 200. The most active CAL seasons had more though, I remember one of the Terror vs. Exigent ones had even more specs than the 2004 EU vs. USA.

No. NS activity in Europe peaked during 2.0-3.0b5. NS being some sort of activity wonderland during 1.04 is a myth. You're right about HLTVs being mostly broken during 1.04 though. They only managed to get a few slightly bugged ones up for the CAL S1 finals because of clever hacks.

I can't imagine anyone wanting to play NS 1.04, I mean I didn't even play the game much then, but all I remember was fade was the dullest thing ever getting stuck in walls and the servers had a good constant 100-300 ping from babbler overload. Bad.
